Netflix Screen Freezes but Sound Continues

Hello! This is my first time posting here.
To start things off, I will give a bit of a back story on when I started experiencing this problem. About a month ago, it looked like my boot drive got corrupted. Windows would not boot at all, but it turns out it was just the port that my SATA cable was plugged into. I think the port went bad so all I did was switch the port it was plugged into, and all worked fine from there. However, I still did a fresh install of windows just to be safe.
Fast forward a week or two, I start to notice that at random times whenever I am watching youtube, netflix, hulu, etc, my screen starts to slowly freeze up and then all of a sudden it completely freezes. Audio in the background still runs as if the video was still playing. Pretty much the only thing I am able to press in the windows button > power > restart. After restarting my PC, the problem goes away. However, the problem occurs about 2-3 times a day, especially around the time when I first boot up my PC for the day.
I have tried three things to fix this problem. The first thing I did was update my BIOS. That did nothing. The second thing I did was run MemTest86. I ran this test twice which took about 8 hours total. No errors were found. So then I did a fresh install of windows using a bootable USB because some forums I read said that a fresh install of windows could fix the problem as it may be a software glitch. However, that did not fix anything either.
I am absolutely stumped and very frustrated at this point. It is annoying beyond belief. I just want to be able to diagnose the problem so I can order new parts if I need them, or do something on the software side of things to fix it. I would rather not have to build a new PC. And if it is a graphics card problem...well then I am really screwed because it is impossible to get a hold of any GPU right now without it being price gouged 2-3x the retail price.

CPU: AMD Ryzen 7 2700x
GPU: NVIDIA GeForce RTX 2080
Motherboard: MSI X470 Gaming Plus
RAM: 2x G.Skill F4-3200C16-8GTZR DDR4
Storage: 2TB Hard Drive, Samsung SSD 860 EVO 500gb (boot drive), and Samsung SSD 970 EVO M.2 1TB
Please let me know what you think the problem may be. I believe it only occurs when I am watching videos or using any browser. The problem rarely occurs when I am playing any sort of video games I can play video games for hours on end and the problem will not occur, but as soon as I use a browser or watch youtube for 5 minutes, the problem occurs.

I installed the WiFi driver for my TP-Link 802.11ac Network Adapter. It is no longer showing as an error in Device manager. I have also updated and installed the AMD chipset driver. I will keep you updated on if the problem persists.

Alright -- So the problem still persists. The day I installed the chipset driver, the problem stopped entirely. Went almost 8 days without it happening at all, and then it just happened just now. I will check if there was another chipset driver update, but I doubt it. Any other reason you think this could be happening?
